numpy 2.0came out and is not compatible to the latest release oftreams. With this PR the automated build pipeline is updated to also build forpython=3.12furthermore the tagged releases are automatically pushed to PyPi.There were problems with the newest setuptools being incompatible to the compiler on windows, which is mitigated by pinning
setuptools<=70.1.1(see pypa/distutils#268)Addresses pypa/setuptools#2.
