Automate release note and changelog from commit history

How to test if it works?

  1. git switch master
  2. git reset --hard origin/hard
  3. Cherry pick the top commit of this branch
  4. Comment @semantic-release/github, @semantic-release/git, and @semantic-release/npm in release.config.js
  5. try to run npx semantic-release

TODO(for me): Change the image name in docker-compose.yaml for infra after the PR was merged.
