Updates to 3.12, for real this time.

I was able to successfully launch Binder this time - https://mybinder.org/v2/gh/uc-python/intro-python-datasci/python-3.12-redux.

For the upcoming class in October, 3.13.0 will be a couple weeks old, so I think we can hold off a few months until Binder gets support and just stick with 3.12 for that class (and the November intermediate).
