RTD Fix

#799 & #800 broke readthedocs.

• Don't import vlsi into tech package (not a problem in normal usage since vlsi imports tech). Only RTD imported tech directly => circular import => failed build.
• e2e readme needed to be md, not rst
• misc other warnings/deprecations
