概要
settings.toml内の設定からも読み込めるようにした

sils-dockerで統合環境を構築するにあたって必要な処理を含めた
具体的にはpython GenerateC2ACode.pyに引数を持たせられるようにし、それがtomlであればsils-docker環境での設定をとるようにした
