fixes - ISE when removing systems from SSM (bsc#1222820)

What does this PR change?

When accessing menu Systems > System Set Manager > Misc > Reboot with no system selected, an "Internal server error" page is shown. This is due to the fact that the query Server.findServersPendingRebootAction has a clause "IN (:systemIds)", hence an empty set of selected systems crashes the query.

KNOWN ISSUES

Sometimes the build can fail when pulling new jar files from download.opensuse.org . This is a known limitation. Given this happens rarely, when it does, all you need to do is rerun the test. Sorry for the inconvenience.
