Install dependencies with composer

Problem 1
- Root composer.json requires yiisoft/yii-debug-viewer dev-new-toolbar, found yiisoft/yii-debug-viewer[dev-master, dev-adjust-api-changes, 3.0.x-dev (alias of dev-master)] but it does not match the constraint.
Use the option --with-all-dependencies (-W) to allow upgrades, downgrades and removals for packages currently locked to specific versions.
