Any problems here most likely due to mavlink/mavlink#2127 Renamed VIDEO_STREAM_TYPE_MPEG_TS_H264 to VIDEO_STREAM_TYPE_MPEG_TS - There is a new field too, which should be set if we can. |

WOuld be good to get this in. @julianoes Tests pass - whats the basis for choosing to merge or not? Well, the low memory nuttx does, but I assume thats OOM.
